Topsoil is considered as all excavated material whose physico-chemical and granular composition allows the formation of a permanent herbaceous coverage (at least initially by means of the usual hydroseeding techniques) and is susceptible of natural re-colonisation. It is used to create adequate conditions so that the natural vegetation whose genetic material is found in the vicinity is allowed to grow.
