The person or team belonging to the organisation's staff or from outside the organisation, that acts in the name of the organisation's top management with adequate knowledge of the sectors and fields subject to audit, including knowledge and experience of technical, environmental and management aspects and the appropriate standards. They should have sufficient training and capacity to achieve the set objectives and be sufficiently independent of the activities subject to audit, to be able to issue an objective report.
