It is the agent that, by any title, enjoys the right of use of the building on a continuing basis. The user is obliged to make a proper use of it, according to the usage and maintenance instructions contained in the Building Book. Other meanings are: a) Person who regularly goes to a building with the aim to perform a concrete activity according to the intended use; b) the owner or its manager, even if they do not go regularly to the building; c) person who occasionally goes to a building with the aim to perform a concrete activity according to the intended use. For example: visitor, supplier, customer, etc.; or d) people who do not go to the building but they could be, regularly or occasionally, in its area of influence. For example: neighbours, pedestrians, etc.
