The Basic Building Regulations (NBE's, now repealed) are established in the Ministry of Housing's Royal Decree 1650/1977 (BOE, Official State Gazette, dated the 9th July 1977). The NBE's were the regulations applied, marking the demands that the buildings should comply with regarding the basic safety and habitability requirements, until the Technical Building Code was approved in March 2006.
